The Federation of Liberian Youth (FLY) is guided by a leadership structure designed to promote accountability, representation, transparency, and effective service to young Liberians across all 15 counties.
As Liberia’s apex youth organization, FLY believes that youth leadership must reflect the values we advocate for: inclusion, responsibility, integrity, and service.
Our governance framework ensures that young people from diverse backgrounds have a voice in shaping the direction of the organization and advancing the interests of Liberia’s youth population.

General Assembly
The General Assembly is the highest decision-making body of the Federation of Liberian Youth.
It is composed of representatives from youth organizations, county youth structures, and affiliated members across Liberia. The Congress provides strategic direction, elects national leadership, approves major policies, and ensures that FLY remains accountable to the young people it represents.
National Executive Council
Providing Strategic Leadership and Direction
The National Executive Council serves as the principal leadership body responsible for implementing FLY’s vision, policies, and programs.
The Council provides oversight, strategic guidance, and institutional leadership to ensure that FLY effectively fulfills its mandate. The Executive Council Includes:
MEET THE EXECUTIVE COUNCIL
National President
The National President serves as the chief executive and official spokesperson of FLY, providing overall leadership, representing the organization nationally and internationally, and ensuring the implementation of FLY’s strategic priorities.
Vice Presidents
The Vice Presidents support the President in advancing the organization’s programs, strengthening partnerships, and ensuring effective coordination across key areas of youth development.
Immediate Past President
The Immediate Past President provides institutional memory, continuity, and strategic guidance to the Executive Committee. Drawing from previous leadership experience, the Immediate Past President supports a smooth transition between administrations and contributes to strengthening governance, stability, and long-term organizational development.
Regional Coordinators
FLY’s Regional Coordinators ensure that the voices and priorities of young people across Liberia’s regions are represented within the national structure. They coordinate county-level engagement and strengthen the connection between national leadership and local youth communities.
Board Chair
The Board Chair provides governance oversight and strategic guidance to ensure that FLY operates in accordance with its mandate, constitution, policies, and institutional values. The Board Chair works alongside the Executive Committee to strengthen accountability, sustainability, and organizational effectiveness.
Board Representatives
The Executive Committee includes two representatives from the Board — one male and one female — to ensure balanced representation and strengthen collaboration between FLY’s governance and executive structures. These representatives provide board-level perspectives, support accountability mechanisms, and contribute to informed decision-making within the organization.
County Youth Structures
Taking Leadership to Every CommunityFLY’s strength comes from its nationwide presence. Through county youth structures in all 15 counties, FLY ensures that young people at the grassroots level participate in decision-making and have access to national programs and opportunities.
Responsibilities:
- Coordinating youth activities at the county level.
- Mobilizing youth organizations and young leaders.
- Identifying community needs and priorities.
- Connecting local youth initiatives with national programs.
The Secretariat
The Engine of ImplementationThe FLY Secretariat provides professional support for the execution of the organization’s programs, policies, and strategic objectives. Through the Secretariat, FLY transforms youth priorities into action.
Responsibilities:
- Program coordination and implementation.
- Partnership engagement.
- Research and policy support.
- Communications and public engagement.
- Administrative and institutional management.
Committees & Working Groups
Collaborative Leadership for Greater ImpactFLY establishes thematic committees and working groups to strengthen expertise, consultation, and youth participation across key areas.
